HPR & HFR Registries

The national registries of verified healthcare professionals and health facilities.

ABDM maintains two master registries that anchor trust in the ecosystem: who is treating patients (HPR) and where (HFR). Together they form the National Healthcare Providers Registry (NHPR) — and integrating them into your product is Milestone 4.

Healthcare Professionals Registry (HPR)

The HPR is a verified directory of doctors, nurses, and other health professionals. Professionals enrol with their credentials (e.g. medical council registration) and receive an HPR ID (hpXXXX style ID / professional's ABHA-like identity).

Why it matters for integrators:

  • Doctor accounts in your HMIS can be linked to verified HPR IDs.
  • Telemedicine and e-prescription workflows may require the prescribing doctor's HPR ID.
  • FHIR Practitioner resources should carry the HPR identifier where available.

Health Facility Registry (HFR)

The HFR is the registry of hospitals, clinics, diagnostic labs, and pharmacies. Each facility gets a unique Facility ID, geo-tagged profile, and declared services.

Why it matters for integrators:

  • A facility must be HFR-registered before it can be an HIP or HIU bridge participant. Your bridge registration maps facility IDs to your software.
  • Discovery flows are scoped by facility — patients see the facility name from HFR when records are found.
  • FHIR Organization/Location resources should reference the HFR facility ID.

Onboarding order

A typical provider onboarding: register the facility in HFR → verify the facility manager → link the facility to your software's bridge (HIP ID) → start discovery/linking flows for that facility.

Bridge registration

Your software (the "bridge") is registered with the gateway and then linked to one or more facilities:

The hipId / hiuId used across gateway APIs is the HFR facility ID (or an ID mapped to it), so keep facility-to-bridge mappings first-class in your data model — multi-facility vendors handle many.

Registering via API (Milestone 4)

Both registries expose full onboarding APIs — HPR ID creation, professional registration, and facility onboarding — served from the HSP host (apihspsbx.abdm.gov.in in sandbox; browsable via the HSP Swagger UI).
