Integration Milestones

ABDM certification is structured as milestones. Each unlocks a set of capabilities and is verified by NHA's certification team against defined test scenarios in the sandbox. M1–M3 cover the health-information exchange; M4 adds the provider registries (NHPR).

Milestone 1 — ABHA & Linking

Your system can create and verify ABHA identities and link patient records.

You demonstrate:

• ABHA number / ABHA address creation (e.g. Aadhaar OTP, mobile OTP flows)
• ABHA verification (login/auth flows for a returning patient)
• Capturing ABHA in your patient registration
• Linking care contexts (visits/episodes) to the patient's ABHA

Milestone 2 — HIP data sharing

Your system can act as a Health Information Provider: when a valid consent artefact arrives, you package the requested records as FHIR bundles, encrypt them, and push them to the requester.

You demonstrate:

• Receiving and processing consent notifications
• Responding to health information requests
• Building NRCeS-conformant FHIR bundles for the consented care contexts
• ECDH encryption and data push to the HIU's data-push URL

Milestone 3 — HIU

Your system can act as a Health Information User: request consent from a patient, and once granted, fetch and decrypt their records from HIPs.

You demonstrate:

• Creating consent requests with purpose, date range, and HI types
• Handling consent grant/deny/revoke notifications
• Requesting health information against granted artefacts
• Receiving, decrypting, and rendering FHIR bundles

Milestone 4 — NHPR (HPR & HFR)

Your system integrates the National Healthcare Providers Registry: create Aadhaar-verified HPR IDs for professionals, register their qualifications, and onboard facilities into the HFR — all from within your product.

You demonstrate:

• HPR ID creation (Aadhaar-verified) from your application
• Professional registration with council/qualification details
• Facility search-then-onboard (basic → additional → detailed → submit)
• Certification is handled by the NHPR team, after M1–M3

After certification

1. NHA issues a certificate for the milestone(s).
2. Apply for production onboarding with your certificate.
3. Receive production credentials and go live.
4. Re-certification may be needed for major product changes or new API versions.
